Based on Article 11 of Law No. 239/2008 on transparency in the decision-making process and point 15 of the Annex to Government Decision No. 967/2016 “Regarding the mechanism of public consultation with civil society in the decision-making process,” the National Bureau of Statistics (NBS), as the central authority in the field of statistics, proposes for public consultation the draft Post-Census Survey (PCS) of the 2024 Population and Housing Census.
The Population and Housing Census (census or PHC) aims to provide public information about the resident population and housing in the country for the development, monitoring, and evaluation of state policies, supporting human development decisions, scientific research, and business environment development, among others.
The Post-Census Survey (PCS) includes a subset of questions from the census questionnaires and is conducted on a representative sample of the census population, followed by a comparison of each person surveyed in the PCS with the information obtained in the census. This survey is primarily used to measure the coverage of the population with usual residence, as well as the accuracy of certain data collected during the census.
The draft PCS questionnaire was developed based on Article 18(1) of Law No. 231/2022 on the Population and Housing Census, in accordance with point 30 of Annex 5 to Government Decision No. 951 of 28.12.2022 on the organization and conduct of the 2024 Population and Housing Census in the Republic of Moldova.
The organization and implementation of the PCS are carried out in accordance with Law No. 231 of 28.07.2022 on the Population and Housing Census, as well as following the recommendations of the United Nations Economic Commission for Europe in the field of population and housing censuses.
The implementation of the PCS is supported by the National Census Commission, territorial census commissions, central and local public authorities, and other public institutions and entities.
