On 26 September 2025, the National Bureau of Statistics (NBS) held a Workshop for data users in the field of employment, organized in a hybrid format (with both physical and online participation). The event was attended by representatives of relevant central public authorities, civil society, as well as experts from the Statistics Division of the International Labour Organization (ILO), based in Geneva.
The aim of the workshop was to familiarise data users with the implementation of the new Multifunctional Master Sample for Social Surveys (EMDOS 3).
Oleg Cara, Director General of the NBS, emphasized that the implementation of EMDOS 3 will contribute to increasing the quality, efficiency and comparability of statistical data through the use of a standardised methodology, aligned with the requirements of the European Union and international standards. The Director General also thanked the ILO experts for the methodological support provided in the implementation of EMDOS 3 within the Labour Force Survey (LFS), as well as for the analysis of the impact of the new sample on the LFS results.
The EMDOS is a sample of geographical areas from which households are selected to participate in social surveys conducted by the NBS, including the Labour Force Survey (LFS) and Household Budget Survey (HBS).
During the workshop, aspects related to the EMDOS sample were presented, highlighted the major differences between EMDOS 2 – implemented in 2019 and EMDOS 3 – implemented in 2025. The comparisons concerned to general characteristics, sampling design, description of Primary Sampling Units (PSUs), sample size, implementation prerequisites, etc.
At the same time, it was also noted that starting from 2025, certain changes were introduced in the LFS methodology, aimed at further harmonizing the survey with the European legislation in the field, a process that will be fully completed in 2026. In this context, the challenges and impacts related to the implementation of the new Sample in the LFS were mentioned, including the institution’s capacity to produce statistics, the work field staff, coverage of the target population, interpretation of results, etc.
The future actions that the NBS needs to undertake were also presented, such as the retrospective recalculation of data series and the earlier updating of the EMDOS 3 sampling frame.
Antonio Rinaldo Discenza, ILO expert, highlighted the ILO's commitment to actively cooperate with NBS staff in implementing EMDOS 3 and managing the associated challenges.
It is worth mentioning that the results of the Labour Force Survey for the second quarter will be disseminated on September 30 in the statistical press release Labour force, employment and unemployment in the second quarter of 2025.
