Scope and general objectives

The National Bureau of Statistics (NBS), as the central statistical authority, is the coordinator of the National Statistical System (NSS) of the Republic of Moldova and is in charge of the implementation of the Sector Development Strategy.

In the most recent Eurostat assessment of the National Statistical System of the Republic of Moldova, experts recommended the NBS, as a priority, to improve demographic statistics, including on internal and external migration, to increase the NBS access to available administrative data, to develop and publish annual retrospective population estimates with the application of the concept of usual residence for the period between the 2004 and 2014 censuses, to revise the statistical series affected by the availability of revised demographic data and to develop a methodology for demographic projections.

This project aims to improve the institutional capacity of the NBS in implementing the Action Plan for 2018-2020 on the implementation of the NSS Development Strategy, in particular on the revision of demographic and migration estimates in line with international recommendations and by utilizing administrative data sources.  In particular, the Project will assist the capacity building of the Directorate of Population and Migration Statistics of the NBS, but also of other supporting directorates responsible for statistical methods and use of administrative data sources, data protection, information technology development and dissemination.

Through this project, following the improvement of statisticians' skills and the technological modernization of the NBS ICT infrastructure, the aim is to provide support in the production of territorial and residence disaggregations for estimates of the number of usually resident population by age and sex, using data on internal and international migration from administrative sources disaggregated at sub-national level (by administrative-territorial units). This will make it possible to subsequently revise social sector indicators for all districts and localities of the country.

As the 2030 Agenda for Sustainable Development aims to leave no one behind, improving the level of detail of demographic statistics at the territorial level will allow users, including policy makers, to better understand the state of affairs and demographic changes in the country's regions and localities, on the basis of which to plan actions and undertake measures to improve the quality of people's lives, with due attention to the needs of underrepresented and vulnerable groups.

General purpose:

The NBS will be able to produce and disseminate disaggregated data on population by territorial profile in a timely, reliable and high-quality manner and in accordance with international standards.

To improve the institutional capacities of the NBS in implementing the Action Plan for 2018-2020 on the implementation of the Strategy for the Development of the National Statistical System.

Strengthen the institutional capacities of the NBS, in particular on the revision of demographic and migration estimates in line with international recommendations and using administrative data.

The NBS will be able to produce and disseminate population data disaggregated by territorial profile in a timely, reliable and high-quality manner and in accordance with international standards.

Core activities and components:

Component 1. Estimation of the population at sub-national level based on the total number of usually resident population and migration flows disaggregated by sex, age and place of residence;

Modernization of the collection and processing of population and social statistics.

Objective 1: The number of populations at sub-national level (by localities and districts) is estimated on the basis of the total number of population habitually resident and migration flows disaggregated by sex, age and residence background.

Activity 1.1: Estimation of the habitually resident population by residence environment to allow the revision of income, expenditure and labor force statistics.

Activity 1.2: Estimating internal migration at sub-national level and by age and sex.

Activity 1.3: Estimating international migration at sub-national level and by age and sex.

Activity 1.4: Estimation of the number of populations with usual residence in territorial profile (districts and localities), by age and sex.

Activity 1.5: Carrying out retrospective calculations of the existing/old time series for the population number, with the application of relevant scientific methods.

Objective 2: Strengthening the institutional capacities of the NBS in modernizing the collection and processing of population and social statistics.

Activity 2.1: To develop the capacity of the NBS in the use of administrative data sources for the production of population statistics, including migration.

Activity 2.2: Technical equipment allowing the NBS to process properly and in compliance with the legislation in force the data from administrative sources for estimating the number of populations in territorial profile and to use modern methods of demographic data collection.

Achievements
  • Final estimates of international migration at national level for 2017, 2018 and provisional for 2019 disaggregated by age and sex.
  • Estimates of the usual resident population at the national level with disaggregation by age and sex on January 1, 2020.
  • Audit of the National Statistical Office on compliance with data protection legislation.
  • Training of NBS staff in 5 subdivisions on the application of modern cyber and information security procedures in personal data protection.
  • NBS has been equipped with 215 tablet PCs that will be used for activities related to the preparation of the population and housing census, preliminarily planned in 2023 (as part of the 2020 comprehensive round), as well as for data collection when conducting the census or household questionnaires.
