Scope and general objectives

Strengthen the capacities of the National Bureau of Statistics to align national statistics with European Union (EU) norms and standards in accordance with Chapter 6 of the Association Agreement between the European Union and the Republic of Moldova, including the systematic production of gender and age disaggregated data, where appropriate.

Core activities and components

The project aims at:

Strengthening the role of the National Bureau of Statistics as the coordinator of the National Statistical System and its capacity to access and use administrative registers and other data sources of national institutions for statistical purposes, aimed at increasing public confidence, high quality and accuracy of the data produced and their use by users; promoting the harmonization of statistics in line with EU and international standards, enabling the efficient and effective production, analysis and dissemination of official statistics, following the best practices implemented in the European Statistical System by adopting new technologies and methods for data collection and processing.

Achievements:

  • Draft documents on data confidentiality, personal data protection, microdata access and disclosure control developed;
  • Draft strategy for the creation of a geodatabase within the NBS was developed to support the production and geocoding of official statistics; a map update application for the collection of geo-referenced data at the point-of-address level was also developed;
  • Draft regulation on the identification and certification of official producers of statistics in Moldova developed;
  • Inventory of administrative data sources used by the NBS established;
  • Draft Methodology for assessing the quality of administrative data developed;
  • Concept on QMF (Quality Management Framework) in official statistics for NBS developed with the support of the project;
  • NBS staff trained on QMF related topics (more than 20 persons);
  • Process description according to GSBPM (Generic Statistical Business Process Process Model) was carried out for two pilot surveys;
  • Metadata in SIMS format were developed for 3 statistical surveys/works - AFM, PRODMOLD and Social Pensions;
  • The draft of the first chapter of the Quality Guide was prepared;
  • Based on the analysis of the existing NBS website, a number of activities were carried out in order to move to a new version of the NBS website;
  • Draft design of the new master sample design developed;
  • Analyzed the methods of estimating the elements of the Unobserved Economy, described in the 2003 publication "Measuring the Unobserved Economy in the Republic of Moldova". As a result, recommendations were made to modify some of the methods in accordance with international practices;
  • Concept paper on the Integrated Automated Information System (IAIS) developed;
  • IAIS technical specifications developed;
  • Computer Assisted Personal Interviewing (CAPI) toolkit developed;
  • NBS staff participated in training courses: an ESTP training course; (ESTP online training course for "Using R in official statistics" (Bucharest, Romania, March 24-27, 2020, November 17-21, 2020 - 2 persons), ESTP online course Scripting and Programming in Geographic Information Systems (QGIS) April 20-21, 2021, 1 person)
  • A first version of the referential metadata system for statistical data prepared;
  • Training of NBS IT staff on new IT project management methods (Agile) organized;
  • English language training for 60 NBS staff organized (one module);
  • Training on different programming languages for NBS IT staff (Java and Javascript) organized.
