New methods for collecting data on road freight transport – tested by the NBS

In accordance with the Statistical Work Programme for 2025 (available in Romanian) (Section 1, point 115), approved by Government Decision No. 897/2024, the National Bureau of Statistics (NBS) is conducting, during July–September of this year, the pilot survey on “Road Freight Transport” (RFTS).
In order to ensure data quality in line with European requirements, the ASTRM statistical survey will be carried out taking into account the provisions of the relevant act of the European Union (EU) acquis, namely Regulation (EU) No 70/2012 on statistical returns in respect of the carriage of goods by road, which is included in the Compendium of Statistical Requirements for 2025.
At the same time, the development of the survey is aimed at implementing point 69 of Annex B to Chapter 18, “Statistics”, of the National Programme for the Accession of the Republic of Moldova to the European Union for 2025–2029 (available in Romanian), approved by Government Decision No. 306/2025 (available in Romanian).
During the above-mentioned period, the NBS will collect data from transport operators that have received from the National Road Transport Agency (NRTA) authorisations for the carriage of goods by road for hire or reward, as well as authorisations for own-account transport. Thus, from the total number of road freight vehicles holding such authorisations, a representative sample of vehicles engaged in road freight transport was selected.
The data, in accordance with the statistical questionnaires related to the survey, will be collected through the Territorial Statistical Offices, which will contact the entities whose transport vehicles have been selected for the sample.
Based on the data collected within the survey, it is also planned to produce experimental calculations, the results of which will be presented to users and the general public by the end of the current year.
