The level of crime in the Republic of Moldova in 2025
According to the data of the Ministry of Internal Affairs, in 2025, a total of 23.1 thousand crimes were registered on the territory of the Republic of Moldova, decreasing by 6.0% compared to 2024 and by 14.9% compared to 2021. The crime rate in 2025 accounted for 97 crimes per 10,000 inhabitants, compared to 103 crimes in 2024. Every fourth crime falls in the category of exceptionally serious, particularly serious and serious crimes.
In 2025, 12.1 thousand persons were registered victims of crimes. As a result of registered domestic violence crimes in 2025, 843 persons were affected, with women accounting for 69.4% of the victims. On average, 4.7 persons per 100 thousand inhabitants were victims of intentional homicide (SDG indicator 16.1.1).
Among the total number of people who committed crimes, 91.9% were men, compared to 8.1% women.
According to the data of the Agency for Digitalization in Justice and Judicial Administration, the number of people convicted by courts of first instance in 2025 amounted to 11.8 thousand, or an average of 32 people per day.
Compared to 2024, the number of convicted persons by first-instance courts increased by 8.4%. The main types of sentences imposed on those convicted by first-instance courts were imprisonment, fines, and conditional convict.
In 2025, according to the data of the National Penitentiary Administration, 6.3 thousand people were held in penitentiary institutions, including 1.4 thousand (22.4%) in pre-trial detention and with pending final decision on sentences, and 4.9 thousand persons definitively convicted (77.6%). Of the total prison population, 5.3% were women and 94.7% were men.
