Employed population (Employment and unemployment)

Employment rate: the share of employed population in age group X in the total population in the same age group X (%).

Employed population (Employment and unemployment)

Employed persons comprise all persons aged 15 and over who, during the reference week, were in one of the following categories:

(a) persons who during the reference week worked for at least 1 hour for pay or profit, including contributing family workers;
(b) persons with a job or business who were temporarily not at work during the reference week but had an attachment to their job.

Extended labour force (Employment and unemployment)

Extended labour force is defined as the sum of labour force and potential labour force.

ILO Unemployed (Employment and unemployment)

Unemployed according International Labour Organization (ILO) definition are persons aged 15 years and over, who were:
a) during the reference week not employed according to the definition of employment described above; and
b) currently available for work, i.e. were available for paid employment or self-employment before the end of the 2 weeks following the reference week; and
c) actively seeking work, i.e. had either carried out activities in the four-week period ending with the reference week to seek paid employment or self-employment or found a job to start within a period of at most 3 months from the end of the reference week.

Inactivity rate among population aged 15 years (Employment and unemployment)

Inactivity rate of population aged 15 years and over: the share of population outside the labour force aged 15 and over in the total population aged 15 years and over (%).

Labour force (Employment and unemployment)

Labour force (active population) refers to the current supply of labour for the production of goods and services in exchange for pay or profit, including the employed population and unemployed.

Labour force participation rate of the population aged 15 years and over (or activity rate) (Employment and unemployment)

Labour force participation rate (activity rate): the share of the labour force (active population) in age group X in the total population in the same age group X (%).

Labour force underutilization (Employment and unemployment)

Labour force underutilization includes time-related underemployment, unemployment and potential labour force.

Occupations (Employment and unemployment)

Occupations are classified in line with the Classification of Occupation in the Republic of Moldova, approved by Ministry of Labour, Social Protection and Family’s Order no. 22 dated March 3, 2014, harmonized with the respective international standard ISCO-08.

Persons outside the labour force (or inactive population from the economic point of view) (Employment and unemployment)

Population outside the labour force (inactive population) includes all persons, regardless of age, who did not work at least one hour and were not unemployed during the reference period.
The population outside the labour force includes the following categories:
- pupils or students;
- pensioners (of all categories);
- housekeepers/housewives (carrying out only domestic work within the household, including persons on additional unpaid leave for the care of a child aged 3 to 4 years according to the legislation in force);
- dependent persons (mainly supported by other persons or by the state) or who are supported by other incomes: rents, interests, etc.

Potential labour force (Employment and unemployment)

Potential labour force represents the sum of two categories of persons: „inactive persons who carried out activities to seek employment, but were not currently available to start work” and „inactive persons who did not carry out activities to seek employment, but wanted employment and were currently available”.

Self-employed persons with employees (Employment and unemployment)

Self-employed persons with employees (previously employer) - persons who work in their own business, professional practice or farm for the purpose of earning a profit derived from the goods or services produced, and who employ at least one other person (permanently).

Self-employed person without employees (Employment and unemployment)

Self-employed person without employees - (previously own account worker) - persons who work in their own business, office or farm for the purpose  of obtaining profit from the goods produced or services provided and who do not employ any other workers, being helped or not by family members who do not receive remuneration. This category includes independent entrepreneurs (peddlers, tutors, private taxi drivers, etc.), freelancers (street musicians, artists, lawyers), casual workers, individual farmers. These people can hire temporary employees.

Undeclared work (Employment and unemployment)

Undeclared work - undeclared work means any work performed by an individual for and under the authority of an employer without respecting the provisions of the Labour Code regarding the working contract.

Underutilization rate (Employment and unemployment)

Underutilization rate („labour market slack”, according to Eurostat) represents the share of the labour force underutilization in total extended labour force (%).

Unemployment rate (Employment and unemployment)

ILO unemployment rate: the share of ILO unemployed in total labour force (active population) (%).

Working programme (Employment and unemployment)

Usual working programme of employed persons is defined as being full-time or part-time, according to the respondents’ statements. Generally, a full-time programme for employees is considered to be the programme related to a full-time schedule, as provided in the individual or collective employment contract (normal duration); and a part-time programme is the programme the duration of which is significantly shorter than the normal duration, as provided in the individual employment contract.
