High Level Seminar on Law on Official Statistics
In order to reform the national statistics according to EU requirements and to modernize the official statistics production processes, the Parliament of the Republic of Moldova adopted on May 26, 2017 the Law no.93 on official statistics.
In this context, in the period 21-22 November, theHigh Level Seminar on Law on Official Statistics was organized by the National Bureau of Statistics (NBS) in partnership with the Statistical Office of the European Union (Eurostat) and the Swedish International Development Cooperation Agency (SIDA).
The event was attended by the General director of the NBS, Vitalie VALCOV, the General director of the Eurostat, Mariana KOTZEVA, EU Delegation Ambassador to the Republic of Moldova, Peter MICHALKO and other European officials and experts in the field of statistics.
In his greeting, the NBS Director expressed gratitude to the international partners and experts who advised on the drafting of the new law to meet the current needs both of the authorities involved in the provision of data and of the final beneficiaries.
„The new law provides a strong legislative framework to guarantee NBS access to all data sources for statistical production. Creating a favorable environment for the implementation of this law will provide a statistical system based on the fundamental principles of official statistics such as professional independence, impartiality and objectivity, commitment on the quality of statistical data, relevance and accuracy of these”, mentioned Vitalie Valcov.
For their part, European officials congratulated the NBS leadership for this success, since a huge effort was made by all stakeholders to reform the existing legal framework in the field of statistics. With the implementation of this law, qualitative statistical data can be provided, these being the pylon underpinning the creation of public policies aimed at raising the quality of citizens' lives.
In the Seminar sessions will present information on the functioning of the single system of official statistics, the legal framework for the development, production, dissemination and coordination of official statistics, European best practices and the challenges facing the Republic of Moldova in strengthening the National Statistical System.
As a result of the implementation of this Law, institutions with direct or indirect tasks in the field of data, such as the National Bank of Moldova, the Ministry of Labor and Social Protection and other producers of official statistics, holders of administrative data such as the Customs Service, the State Tax Service etc. will work more efficiently to provide data that will reflect as accurately as possible the real situation in the economic, social, environmental.
Taking into account the best European practices, the NBS will strengthen its role as coordinator of the National Statistical System. This role is becoming increasingly important in the context of monitoring and reporting on indicators for Sustainable Development Objectives under Agenda 2030. Thus, the Republic of Moldova is committed to integrate the Sustainable Development Agenda and the Moldova-EU Association Agreement into the future National Development Strategy of Moldova 2030. The new strategic document must be human-centered, based on human rights and gender equality, strengthening the human potential, with an emphasis on raising the level of education of the population and improving health indicators, but not least on the economic development of the Republic of Moldova.
It should be noted that the Republic of Moldova is the first from the Eastern European, Caucasus and Central Asia countries that elaborated and adopted the law on statistics in accordance with the Eurostat model law and the EU Directives.
