Mission

The Bureau's mission is to collect, process and disseminate objective, credible and timely official statistics, necessary for the substantiation of policies and decision-making, for research, forecasting and general information of society.

Vision

The National Bureau of Statistics operates as an integrated, coordinated, efficient and innovative structure, aligned with the legislative framework on official statistics and the European Statistics Code of Practice.

Main functions of the Bureau

In accordance with its role and mission, the Bureau performs the following basic functions:

  •  coordinates the national statistical system regarding the development and production of official statistics;
  •  develops and implements strategies for the development of the national statistical system, annual and multi-annual statistical programs;
  •  develops the regulatory and institutional framework necessary to achieve the strategic objectives in its field of activity, as well as the mechanisms for their transposition into practice;
  •  manages and controls the implementation, in quality conditions, of statistical programs and plans adopted at central and regional level;
  •  harmonizes and aligns statistical indicators, methodologies, methods and techniques applied at the national level with international regulations and standards;
  •  promotes statistical culture in society.
Responsibilities of the Bureau

The Office exercises the following responsibilities:

  • collects, processes, centralizes, analyzes, estimates, stores and disseminates statistical information and data;
  • methodologically coordinates and monitors the uniform application of statistical methodologies, classifications, statistical norms and standards by the statistical services of central and local public authorities, economic agents, regardless of their status and profile;
  •  decides on statistical methods, standards and procedures, as well as on the content and timing of the publication of statistical information;
  •  facilitates the dialogue between producers and users of official statistics regarding the need for statistics for the development, monitoring and evaluation of national, regional and local development policies;
  •  develops continuous professional training programs and provides training in official statistics for the staff of the Office and other producers of official statistics, as well as for respondents and users of official statistics;
  •  collects, stores, generalizes, publishes financial statements and performs other duties according to art.8 paragraph (4) of the Law on Accounting and Financial Reporting no. 287/2017.
  • develops normative acts related to the production of statistical information, mandatory for all natural and legal persons falling under the scope of Law no. 93/2017 on official statistics.
Rights of the Bureau

The Office has the following rights:

  • to request and receive, free of charge, under the law, from natural and legal persons falling under the scope of Law no. 93/2017 on official statistics, data necessary for the production of official statistics;
  • to request, access and use, free of charge, under the law, generalized, individual data and information, including personal data, managed by public authorities and other legal persons, as well as metadata related to them;
  • to submit proposals regarding the amendment or repeal of normative acts of public authorities, which contain provisions referring to the production of official statistics;
  • to establish working groups with the participation of representatives of public authorities, scientific research institutions, the business environment, civil society, in order to consult the opinion regarding the organization of statistical research, the development of statistical methodologies, the use of data, etc.;
  • to cooperate with the National Council for Statistics for the purpose of strategic development and promotion of official statistics;
  • to collaborate and conclude, in the manner provided by national legislation, collaboration agreements with similar institutions from other countries and international organizations, in order to align national statistics with international standards, ensure international comparability of statistical data and promote the image of the Republic of Moldova abroad;
  • to receive technical and financial assistance from development partners and other sources not prohibited by the regulatory framework, and to use it for the purpose of carrying out its functions;
  • to provide, in its areas of competence, paid services for statistical research not provided for in the Statistical Work Program, as well as for additional data processing, at the request of users;
  • to own, use and administer the assets, in accordance with the objectives of the Bureau's activity and the provisions of the regulatory framework;
  • to additionally contract statistical agents for the collection and processing of statistical data;
  • to grant, under the law, rewards to individuals for participation in statistical research, within the limits of the approved budget;
  • to ascertain, examine and apply sanctions for contraventions, according to the legislation in force;
  • to exercise other rights under the normative acts regulating relations in the areas of competence.
