The National Bureau of Statistics collaborates with Central Statistical Bureau of Latvia in a new statistical research on Global Value Chains
From April 14 to April 17, the National Bureau of Statistics (NBS) is hosting an expert mission on evaluating the pilot survey on Global Value Chains (GVC) in enterprises and analysis of experimental calculations on the activity of inward FATS, in collaboration with the experts from the Central Statistical Bureau of Latvia (CSB). During the mission, the representatives from the two national statistical offices analyzed the results of the pilot survey on GVC in enterprises, conducted by the NBS in the fourth quarter of 2024.
According to the Agenda, the main topics discussed within the expert mission were: the legislatve framework, the survey questionnaire, GVC variables, data analysis, tables of survey results, alternative data sources for GVC, European Union (EU) quality reports and data dissemination requirements.
The dialog partners also referred to the requirements of the EU Regulation 2019/2152 on Statistical Business Registers (SBR), in terms of: legal framework, data sources (private and administrative) used to update the SBR, statistical units in the SBR, the statistical/reporting unit for LVG and foreign affiliates of enterprises (FATS), data sources for the identification of enterprise groups and enterprises set up with foreign participation, statistical classifications and classifications used in the national SBR and the Euro Groups Register (EGR) held by Eurostat, at the EU level.
Also, another part of the agenda covered the requirements of the Regulation (EU) No 2020/1197 on Foreign Affiliates Statistics (FATS) inward, which covered several thematic aspects: experimental calculations, variables, data collection and data sources on FATS.
Discussions were also related to the areas of FATS and SBS under the EBS Regulation (EU) No 2020/1197, addressing various issues including: the design of the SBS/FATS questionnaire, population and sample size, variables in FATS/SBS, legislation, data compilation process and EU quality reporting requirements on FATS/SBS.
The technical assistance and professional expertise from CSB Latvia was possible with the support of Technical Assistance and Information Exchange (TAIEX), the instrument of the European Commission, which supports public administrations with regard to the approximation, application and enforcement of EU legislation as well as facilitating the sharing of EU best practices and policies, targeted primarily towards accession countries and European Neighbourhood Policy countries.
It is important to note that this is the second collaboration between the NBS and the CSB Latvia in the field of GVC. In August 2024, also with the support of the TAIEX instrument, the NBS experts carried out a study visit on studying a country experience in conducting of the survey on Global Value Chains (GVC) in enterprises. As a result, the NBS has developed the tools on GVC and in December 2024, the pilot survey on Global Value Chains (GVC) in enterprises, according to the EU standards, was conducted.
