Detected contraventions in 20251,2
The National Bureau of Statistics informs that in 2025, the number of detected contraventions amounted to 947.6 thousand, increasing by 7.8% compared to 2024. The largest number of contraventions was detected by the bodies of the Ministry of Internal Affairs (including its subordinate administrative authorities)3 — 902.9 thousand contraventions or 95.3% of their total number.
Out of the total number of decisions taken on contravention cases in 2025, in the majority of cases decisions on the application of contraventional sanctions were adopted (in 917.6 thousand cases or 96.3%).
As a result of the examination of contraventions, during 2025 the following contraventional sanctions were mainly applied: 862.4 thousand fines (5.2% more compared to 2024), 52.0 thousand warnings and 3.1 thousand sanctions involving community non-remunerate work.
Out of the total number of decisions on the application of contraventional sanctions, 94.8% were adopted by the bodies of the Ministry of Internal Affairs (including the administrative authorities subordinated thereto)3, 1.0% – by the Ministry of Defense, 0.9% – by district and municipal courts, 0.8% – by the administrative authorities subordinated to the Ministry of Finance, 0.7% each – by the Environmental Protection Inspectorate and the Customs Service, 0.5% – by specialised bodies in the field of transport, and 0.6% – by other bodies.
By categories of contraventions, 77.8% (1.9 p.p. more compared to 2024) of the total number of decisions on the application of contraventional sanctions refer to contraventions related to road traffic. Decisions on the application of sanctions for contraventions against public order and public security accounted for 9.1% (the same share as in 2024), while those adopted for contraventions affecting entrepreneurial activity, taxation, customs and securities accounted for 3.1% (0.4 p.p. less compared to 2024).
In 2025, the total amount of fines imposed for detected contraventions amounted to 793.4 million lei (12.0% more compared to 2024). Out of the total amount of imposed fines, 314.6 million lei (39.7%) were collected.
The highest collection rate of imposed fines was recorded for contraventions related to agriculture and sanitary veterinary field – 49.0%, while the lowest collection rate was registered in the case of contraventions affecting real rights – 15.8%.
